By-elections

singhThe NDP Leader is running in a by-election in Burnaby south on February 25. There are two issues here, the one of Party Leaders running in by-elections in order to have a seat in the House of Commons, and the second of the calling of by-elections. I’ve suggested solutions to both in previous posts.

For seats in the House have a class of non-voting members of the Commons. Many legislatures have this around the world. Any Leader of a Party that has members in the House would become a non-voting member of the Commons when they become Leader, if not already a member of the House of Commons. Immediate access to the House and no need to ask a Party MP to step aside as so often happens.

The second issue of the timing of by-elections is to take it out of the hands of the political monarch (PM) of the day. Have 4 set by-election dates set 3 months apart. Example being the first Monday of the months of November, February, May, and August. When a seat goes vacant then a by-election to fill the seat is held on the second set date after the seat goes vacant. Example if a seat went vacant now, January 15, then a by-election would be held for the first Monday in May. A by-election is held 3 to 6 months after a seat goes vacant. Simple for the voters, but beyond the comprehension of politicians, and not even thinkable for Party Leaders. Especially for those who think they will be the political monarch after the next election.

Still here and belonging to a Federal political Party where I as a rank & file member directly vote on all resolutions, policies, by-laws, and Party constitution amendments. This done by being a registered member of the National Assembly of the Federalist Party of Canada.

A re-BobRae-HiRes-1282x1750posting of an earlier post. Here’s another way of setting the by-elections for Bourassa (Denis Coderre) and Toronto Centre (Bob Rae) independent of the Prime Minister. There would be four set election dates, which would be three months apart on which you would hold any by-elections. For example the set election dates could be the first Monday in the months of March, June, September, and December. When a Commons seat goes vacant the Speaker of the House informs the Chief Electoral Officer of the vacancy and the By-election would be on the second set election date after the seat goes vacant. If Coderre had waited 2 days the by-elections for Bourassa and Toronto Centre would of been on Monday December 2. All by-elections would be 3 to 6 months after a seat goes vacant. When the Partisan kiddies fight over the election date toy you take it away from them! Barry.

Peter Penashue

I was the official agent for peter penashuethe NDP candidate here in Compton-stanstead in 2008 and I believe it’s the agent’s responsibility to oversee the campaign’s finances not the candidate. Mr. Peter Penashue should not have to resign his seat because of the actions of his official agent. My opinion is that in the event of illegal donations to a candidate the amount that is declared as illegal should be the amount of a fine that the candidate, official agent, and the auditor of that campaign’s financial return must pay to election Canada. After having to pay a hefty fine if you ran again for MP you might be more careful whom you have as your official agent and pay a little more attention afterwards. Barry

When a Commons seat goes vacant the Speaker of the House informs the Chief Electoral Officer of the vacancy and the By-election would be on the second set election date after the seat goes vacant. For the ridings of Durham and Victoria the second election date after their vacancy would be the first Monday in December. For the riding of Calgary-center that went vacant when Lee Richardson resigned on May 30 the second election date after would have been the first Monday in September. All by-elections would be 3 to 6 months after a seat goes vacant. When the Partisan kiddies fight over the election date toy you take it away from them! Barry.
